Why this matters
Subsystem-based completion lets utilities and ICSS reach RFSU first, so process systems can be energised, instrument-air can be supplied, and loop checks can run before bulk commissioning. Without this sequencing, commissioning teams stall waiting on cross-discipline readiness.
